Uk Government Cover Up Of Sexual Abuse Amongst Its Ranks - Document Search

Uh... that doesn't sound right.

Is anyone checking these numbers and the evidence or just placing their trust in newspapers and in allegations?

Just on a side note:

Did you ever notice the ongoing efforts of Sikhs to have the sexual abuse of Sikhs girls acknowledged and dealt with in the UK? As someone whose known people involved in these efforts over the last few decades I can tell you that the police and social services have bent over backwards to keep it hidden.

As for wider, rampant sexual abuse: it's been pretty much an 'open secret' that it takes place in the many homes for children here since I was young.

Okay, maybe those figures you quoted are an estimate and not really checkable; but the fact that there are deeply troubling things going on here is pretty much indisputable. Look at Rotherham, Jimmy Saville, the efforts of groups like SP.

http://www.bbc.co.uk/news/uk-england-south-yorkshire-29756051

http://www.theguardian.com/media/2014/jan/19/call-to-end-bbc-culture-of-secrecy

Be really careful of playing it down Bhagat, even inadvertantly. People have struggled hard, for a long while to make this country confront these things. By its very nature the activities are clandestine and have people in powerful positions covering things up. It takes serious investigative journalism to force attention on it, and given the murky obfuscation of those in power trying to conceal these things, evidence does get subverted - hence so many locked and missing files.

I don't think you get it: by all admissions, there have been predatory paedofiles getting away with abusing children by the thousands here, and that's just what we know about. It really is just the tip of the iceberg.

I think the report you quoted estimates figures in someway, yeah okay, we can't take that literally. However, as a teacher, even I've come to learn that such abuse is much more common than we think and often takes place within families, with victims too ashamed or pressured by notions of 'family reputation' to reveal or legally pursue the matter (and that goes across cultures). We know one of the reasons that Sikh girls have been targeted is because the perpetrators have known that their families are unlikely to bring attention to the matter due to notions of izzat, if it does come into the light for instance. Add a political and institutional lack of will to deal with the matter to that; an apathy which may well be born of the fact that powerful politicians have used their influence to deprioritise the matter, so that they can get away with their own abuse. Under this sort of environment, is it really any wonder that abuse is rife?

This is serious ish. Getting the country to face up to it is a tough uphill struggle.

Call for inquiry into links between senior civil servant Sir Peter Hayman and paedophile network in the 1980's

Labour MP Tom Watson is to ask ministers to explain an apparent failure to investigate links between a senior civil servant and violent paedophiles in the 1980s. It emerged last week that Margaret Thatcher was kept informed of an investigation into Sir Peter Hayman’s “unnatural sexual proclivities”.

Hayman was implicated with paedophile material in 1978 when a package was left on a London bus. It also emerged that he was a member of the Paedophile Information Exchange. According to the memo sent to the former PM, the security services were not told about the episode due to “administrative oversights”.

The package found on the bus referred to nine other people Hayman had been in correspondence with. A subsequent police investigation established that one of Hayman’s contacts “shared an obsession with the systematic killing by sexual torture of young people and children” with a 10th man. A later investigation suggested that Hayman’s proclivities were possibly just fantasies.

But Mr Watson wants to know why more vigorous steps were not taken. “I would like to know how it was that a senior mandarin with links to MI6 was able to rise through the ranks and have connections with people with a taste for sexual violence against children, and yet go unchallenged for so long.”

Lord Armstrong, cabinet secretary at the time, said yesterday: “Clearly, I was aware of it at the time but I was not concerned with the personal aspect of it.”

More food for thought regarding cultural norms in Britain. It goes some way in explaining the outright apathy the government and its functionaries (like social services and the police) have had towards the grooming and sexual abuse of Sikh girls.

Victims told staff on 10 separate occasions about the abuse meted out by Jimmy Savile during his decades at Stoke Mandeville Hospital, a report has found, but their calls for help – including one formal complaint – were ignored.

The disgraced entertainer attacked a total of 63 people during a 24-year campaign of abuse, an independent inquiry led by investigator Dr Androulla Johnstone has found.

Evidence from Savile's victims at Stoke Mandeville suggested his behaviour was an “open secret” as early as 1973, after he started working at the Buckinghamshire hospital as a voluntary porter “with no checks, monitoring or supervision in place”.

Yet more cases of widespread sexual abuse being uncovered. Notice how they ingenuously use the term 'historical' to try and subtly impart distance to these things:

Police investigating sexual abuse at a Durham detention centre say they believe they have uncovered an organised paedophile ring operating in the 1970s and 80s with more than 500 potential victims.

The head of a 70-strong major inquiry into historical abuse at the Medomsley detention centre, near Consett, told the Guardian the inquiry was triggered by mounting evidence about isolated individuals. However, they were now investigating a complex paedophile ring, with many more victims than previously thought.

D Supt Paul Goundry, senior investigating officer, said: "We always knew this would be a major inquiry but the scale of it, and the sheer number of victims who have come forward, has been a shock."

He said that as well as sexual abuse they had evidence of a "brutal regime where violence was both extreme and routine". He suggested that prosecutions would be pursued for the offences, some of which occurred more than 40 years ago.

Nearly 100 men who had come forward were already receiving therapy via a local sexual assault referral centre and others had sought support from the children's charity NSPCC.

The inquiry began after the Guardian revealed in 2012 the plight of several victims of a prison officer at the centre, Neville Husband, suggesting that his abuse there, which had been known about for several years, was more extensive than previously thought.

Husband, by then a church minister, was jailed for eight years in 2003 for committing sex attacks on five young male Medomsley inmates between 1977 and 1984. His sentence was increased to 10 years in 2005 after new victims came forward and he admitted to attacks on four more boys.

Husband had been in sole charge of the kitchens at Medomsley. The 2012 Guardian investigation revealed he had raped boys on a daily basis for more than 15 years, while other staff allegedly turned a blind eye. His former colleague Leslie Johnson, a storeman, was jailed for six years in 2005 for sexual offences.

The pair, who have since died, were originally thought to be "bad apples", but now Durham police are convinced that Husband was part of a group of paedophiles who systematically preyed on vulnerable teenagers, particularly those who had been in care and did not have family who would visit them.

It is ironic how Britain is unable to deal with its own problem of child abuse but "India's Daughter", which highlights a rape case in India, has been made by a Brit.

Not that the rapes aren't a problem in India, but it makes me wonder as to why Leslee Udwin couldn't start by documenting problems in her home country...

Theresa May: Child sex abuse runs through British society like 'a stick of Blackpool rock'

article-2083276-0CDEFAF200000578-965_224

People in Britain do not yet "appreciate the true scale" of child sexual exploitation that runs through society "like a stick of Blackpool rock", Home Secretary Theresa May has warned.

Writing in The Daily Telegraph, the Home Secretary said that following a major inquiry into child abuse, currently led byJustice Lowell Goddard, “we will never look at society in the same way again.”

She warns that the trail will lead into schools, hospitals, churches and youth clubs as well as "many other institutions that should have been places of safety but instead became the setting for the most appalling abuse". She described revelations up to this point as "just the tip of the iceberg".

May set up the inquiry into child abuse following revelations about crimes committed by the deceased DJ Jimmy Savile as well disclosures regarding abuse in Derby, Oxford and other alleged paedophile rings across the country.

There have further been a number of allegations about a Westminster paedophile ring.

She wrote: "The inquiry won’t probe individuals but where there is evidence a person has abused their position – no matter how high or low that position – it will be passed to the police to investigate.

"If there has been a cover-up, we will uncover it. And if perpetrators of child sex abuse are found, they will be brought to justice.”

Justice Goddard, a New Zealand High Court judge, was named by May as the new head of the inquiry in February. It will examine allegations of an establishment cover-up of abuse spanning decades.

Justice Goddard’s appointment followed the stepping down of two former chairmen, Fiona Woolf and Baroness Butler-Sloss. Woolf stepped down after her previous social links with ex-Home Secretary Leon Brittan, who has been accused of "multiple child rape" whilst Butler-Sloss’ late brother was attorney general in the 1980’s.

In her piece, May cites pressure from victims of sexual abuse as to the reason why the two stepped down from the panel: “We did not realise the degree to which survivors mistrusted the political establishment."

Cyril Smith: Police 'found stash of child sex abuse videos in MP's car but did nothing'

_48971316_48971317.jpg

Police are investigating claims that police found a stash of child sex abuse videos in the car of the late Cyril Smith MP but took no action.

He was arrested on the M1 in Northamptonshire in the 1980s but released minutes later after making a phone call to someone in London, according to claims made in a book about the former Rochdale MP who police now believe was a prolific abuser of children.

Northamptonshire police have now become the third police force to investigate claims of a cover up involving Mr Smith.

The claim is made by the current MP for Rochdale, Labour’s Simon Danczuk, in a book published last year.

In it he alleges that police took the images of child abuse found in Mr Smith’s car into the police station but the material has since disappeared.

Allegations and investigations into child abuse dogged Mr Smith’s career but no charges were ever brought.

Lead officer Supt Steve Lingley, from Northamptonshire police, confirmed the latest cover-up inquiry into cover-up claims on Thursday.

“If Cyril Smith was stopped on the M1, and was arrested by Northamptonshire police, I want to know who those officers are. We want to understand why they released him.

“We want to know if they came under any pressure, who that person was that gave the instruction to be released,” he said.

Northamptonshire’s police and crime commissioner Adam Simmonds said the inquiry would centre on suspicions that police officers were “brought under pressure from somebody in London to release Smith”.

“What worries me the most about that is, if we had reason to hold onto him, this man was released back into the community and continued to perpetrate heinous crimes,” he said.

Earlier this week a retired detective claimed Mr Smith was not taken to court when paedophilia allegations emerged in the 1960s because of concerns that other high-profile sex offenders would be exposed.

Scotland Yard is already facing allegations of a cover-up after the BBC’s Newsnight reported claims that criminal evidence, including photos and videos of men abusing teenage boys, was buried in the 1980s.

The rape of justice: Damning new evidence of Labour peer Lord Janner's child sex abuse covered up by police and social workers for over 20 years

  • Damning new evidence reveals child sex abuse was covered up by police
  • Lord Janner will not be charged with crimes despite CPS having evidence
  • Ten-page witness statement details the ordeal of one of his alleged victims
  • All references to politician were removed from child's social services file
  • He is accused of taking the boy to Labour Party offices and Parliament

A children's home manager told bosses she feared he was having sex with the child but her concerns were 'swept under the carpet'.

The scale of the cover-up helps explains how the former Labour MP repeatedly escaped justice.

The Director of Public Prosecutions says there was sufficient evidence to charge Janner with 22 offences of paedophilia against nine children. But Alison Saunders outraged campaigners by ruling the 86-year-old should not face court because he has dementia. The latest proof of the Establishment's strenuous efforts to protect one of its own came as it emerged that:

  • Janner hosted at least four private banquets as well as dinners and afternoon teas at the House of Lords after being diagnosed with Alzheimer's;
  • A dossier about the peer is among 114 files on child sex abuse that have gone missing from the Home Office;

OPERATION HYDRANT:
Police investigating 1,400 suspects in VIP child sex abuse inquiry

Officer leading Operation Hydrant inquiry says out of 1,433 alleged offenders 76 were politicians, 43 were from music industry and 135 were from TV, film or radio

More than 1,400 suspects have been investigated by police looking into child sex abuse allegations against VIPs including politicians, celebrities and institutions.

A national police group, known as Operation Hydrant, released the figures at a briefing on its inquiry into possible links between child sex abuse investigations involving public figures currently being run by different forces across the country.

Chief Constable Simon Bailey, chair of the group, told the briefing that out of 1,433 alleged offenders identified nationwide, 76 were politicians, 43 were from the music industry, seven were from sport and 135 were from the TV, film or radio industries. Some 216 are now dead.

“The referrals are increasing on an almost daily basis. The numbers I refer to today are a snapshot in time,” Bailey said.

Operation Hydrant, created by the the National Police Chiefs’ Council (NPCC), the body that superseded the Association of Chief Police Officers (Acpo), is not leading any particular investigations itself but gathering intelligence on a number of ongoing inquiries.

Among investigations into historical sex crimes are Operation Pallial, which is looking at claims of abuse in care homes in north Wales and an inquiry into Knowl View school in Rochdale, where the late MP Sir Cyril Smith is said to have abused boys.

Bailey told the briefing that among the total number of suspects, 666 were alleged to have offended within institutions.

In addition, reports of non-historic child abuse have more than doubled in three years.

Police are projected to receive around 116,000 reports of historic child sex abuse by the end of 2015, an increase of 71% from 2012, Bailey said.

“We are seeing an unprecedented increase in the number of reports that are coming forward,” he added. “There is no doubt (Jimmy) Savile has had an effect on us. We are dealing with more and more allegations.”

The number of victims are thought to run into the thousands, Bailey said.

Reacting to the group’s findings, Peter Wanless, NSPCC chief executive, said: “These astonishing figures starkly underline how child sexual abuse has infiltrated every level of society, from politics to sport and show business.

“Hundreds of institutions, including schools, children’s homes, hospitals and religious buildings have been the scenes of appalling crimes involving a multitude of victims.

“We are now witnessing a seismic shift in confidence by people to report sexual abuse. In the past it was far too easy for those in positions of power and authority to use their influence to silence victims. But those they preyed upon know now there is a better chance they will be believed.”

Cleaning it up?

Looks like the establishment are trying to cover it up. Like they did for decades with the phenomena of Sikh girls being abused.

I couldn't give a toss about what you think mate. And all this sneaky establishment paedo stuff is more of an Anglo phenomena than say Scottish, so bringing 'British' into it is disingenuous.

Well, I think that is obvious, the media have opened the lid and arrests are being made.

Looks like the establishment are trying to cover it up. Like they did for decades with the phenomena of Sikh girls being abused.

I repeat, the national papers are reporting it, you, yourself have posted many articles. For goodness sake you have started a thread on it. Many children have been abused, I very much doubt the establishment covered just the Sikh girl phenomena. Rotherham for example, wasn't that a cover up? Mainly all English (Anglo) white girls.

I couldn't give a toss about what you think mate. And all this sneaky establishment paedo stuff is more of an Anglo phenomena than say Scottish, so bringing 'British' into it is disingenuous

You very much care what I say, you replied back to my post.

Really, Anglo phenomena. so the Catholics persists abusing little boys, Rotherham pedo gang. All influenced by the Anglo phenomena. Hmmm Interesting theory!

Orkney Child abuse scandal, yes nothing to do with Scottish , must be Anglo phenomena.

And none of your business. Troll.

So someone questions your posts, you call them a Troll.

Yeah, your head is so far shoved up your own arse, you spend the entire day conjuring up diabolical theories. ANGLO PHENOMENA.

I live in England. I know people (apart from myself) who've been trying to deal with the phenomena of Sikh girls being groomed for decades. Get that in your head - decades (30 years +)

I've also seen how the police, media, various governments of the time and social services have gone above and beyond in covering up this abuse and actually attacked Sikh men (as jealous love rivals etc.) when they desperately tried to highlight it,  knowing full well what was going on.

Let's not beat around the bush wasp. You've got a longstanding, deeply rooted culture of tolerating sexual abuse in this country that goes all the way up the highest echelons of your ruling classes. By even high ranking policemen's admissions, paedophilia/sexual abuse by prominent people has been an 'open-secret' for many decades. Hordes of people held up as role models in your society i.e. the celebrities you all worship, have turned out to be rampant, serial nonce cases.

Just so you know: some of us are acutely aware of the implications of this. We know where we stand. Truth is that your government/police only reluctantly started acting when white girls came on the radar. Otherwise we'd have been left to the wolves like we had for decades  (Sikhs should take note of this).

Now as you come from a society that like to critique others for things like arranged marriages, forced marriages, gender inequality and all the other bullshit you like to throw about; take a good f**king look at the reflection of your own society and the evil 5hit you've been hiding all the while you've been pointing fingers at others.

Now f**k off bothering us, and deal with the obvious problems in your own society please.

'A shocking reflection on Parliament': Labour MP condemns lack of Westminster child abuse convictions in 'cover-up at the highest level'

http://www.independent.co.uk/news/uk/politics/lack-of-westminster-child-abuse-convictions-a-shocking-reflection-on-parliament--labour-mp-condemns-coverup-at-the-highest-level-10340289.html

article-0-13EDC4DD000005DC-647_306x371.j

John Mann says it is 'quite extraordinary' that no politician has been brought to justice since allegations of a Westminster cover-up surfaced last year.

A "cover-up at the highest level" is the reason why no politician or government official has faced criminal trials over allegations of historic child abuse, a Labour MP has claimed.

In a damning assessment of the government's inquiry into child abuse, set up last year after months of disruption over the appointment of the chair, John Mann alleged there were members of both Houses of Parliament "past and present" who were involved in the scandal.

He said it was "quite extraordinary" and "a shocking reflection on Parliament" that one year on from allegations and revelations of establishment cover-ups that the public had seen "not one establishment perpetrator brought to justice".

42-Greville-Janner-Rex.jpg

Lord Janner abused children in Parliament, according to claims made by Labour MP Simon Danczuk

Speaking at a public meeting of child sex abuse survivors in the House of Commons, Mr Mann described it as the "biggest scandal in my lifetime". The number of victims that had come forward so far represented just "the tip of the iceberg," he added.

"The fear that those of us who are campaigning have is that progress is slow," he said. "We have yet to see any national politician prosecuted. There have been other celebrities, so-called, household names who have been but no politicians yet."

Asked whether he believed that was because there was a cover-up to protect politicians, Mr Mann said: "Yes, without any question there is cover-up at the highest level."

His comments come on the same day as Labour MP Simon Danczuk made the astonishing claim that Lord Janner abused children in Parliament. The Labour peer was suspended by Labour after the Crown Prosecution Service after it said there was "sufficient evidence" to charge him. However Alison Saunders, the Director of Public Prosecutions, decided against pressing charges against Lord Janner due to the severity of his advanced dementia.

The embattled child abuse inquiry was set up last summer by Theresa May, the Home Secretary, to find out whether public bodies had neglected or covered up allegations of child sex abuse in the wake of claims paedophiles had operated in Westminster in the 1980s.

Two chairs of the inquiry, Lady Butler-Sloss and Fiona Woolf, stood down over concerns over their links to the public bodies being investigated. Ms May finally appointed Justice Lowell Goddard, who sits in the New Zealand high court as the inquiry's chair after months of chaos.

The independent panel suffered a further setback after one of its members claimed she had been “bullied” by the barrister conducting the inquiry, Ben Emmerson QC, who she claimed was “running the show”. He described the allegations as “entirely baseless”.

In March the Home Secretary said the inquiry was to be placed on a statutory footing "to compel witnesses to determine whether state and non-state institutions have taken seriously their duty of care to children”.

Edward Heath 'child sex abuse' allegation: Investigation to be held into Wiltshire police handling of alleged claim in the 1990s

The police watchdog is to investigate Wiltshire police’s handling of a child sex abuse claim allegedly made against former Prime Minister Sir Edward Heath in the 1990s.

The force is to be probed after allegations made by a retired senior officer were referred to the Independent Police Complaints Commission (IPCC).

An IPCC spokesman said it is to investigate “allegations concerning Wiltshire Police's handling of an alleged claim of child sexual abuse made in the 1990s”.

He added: “It is alleged that a criminal prosecution was not pursued, when a person threatened to expose that Sir Edward Heath may have been involved in offences concerning children.

“In addition to this allegation, the IPCC will examine whether Wiltshire Police subsequently took any steps to investigate these claims.”

Heath, a Conservative, was prime minister between 1970 and 1974 and had a home in Wiltshire county. He died in 2005.

Wiltshire Police said it is carrying out enquiries to identify if there are any witnesses or victims who support the allegations of child sex abuse.

A police spokesperson said: "On becoming aware of the information, Wiltshire Police informed the IPCC and later made a mandatory referral. The IPCC investigation will specifically consider how the force responded to allegations when they were received in the 1990s.

"Sir Edward Heath has been named in relation to offences concerning children. He lived in Salisbury for many yars and we would like to hear from anyone who has any relevant information that may assist us in our enquiries or anyone who believes they may have been a victim."

“We take all reports of child abuse, either current or that occurred in the past very seriously. Victims will receive support throughout any investigation and associated judicial process.

“If there is evidence of offences having been committed we will ensure that , if possible, those responsible are held to account through a thorough and detailed investigation. This includes any other parties who are identified as having been involved in child sex abuse."

Wiltshire Police stressed that it is working with the NSPCC to ensure that any victims are appropriately supported and urged people to contact the force and not to suffer in silence.

Wiltshire Police and Crime Commissioner Angus Macpherson said his office has monitored the process of the investigation "at every stage," adding that he will be "watching closely to see if any evidence of corruption or poor practice is uncovered".

“My priority as Commissioner is to put the interests of victims at the heart of everything we do, as well as holding the Force to account for its performance," he said.

"We have often seen from high profile national cases that victims, who have not spoken of their abuse for many years, find their voice and speak out. I want any victims of child sex abuse, whether current or historic, to know they can have confidence in the service they will receive from Wiltshire Police."

NSPCC chief executive Peter Wanless said it is important that those who believe they may have been the victims of abuse have the confidence to speak up.

“Whether abuse happened in the past, or is occurring today, whether those being accused are authority figures or not, allegations of crimes against children must be investigated thoroughly.

“While some people wait years before speaking out we would urge them to act quickly so they can get help as soon as possible. Our trained helpline counsellors are always on duty round the clock to listen and provide assistance.”

Update:

Jersey and Kent join Met and Wiltshire police forces in examining child abuse allegations against ex-Tory leader

The scale of the police inquiries into Sir Edward Heath became apparent on Tuesday as two more forces revealed they were investigating the late former prime minister over child abuse claims.

Jersey police said Heath features as part of Operation Whistle, an inquiry into child abuse on the island, while Kent police are investigating a sexual assault claim against the former Tory leader after receiving a report on Tuesday.

Four police forces are now investigating allegations against Heath after Wiltshire police issued an appeal on Monday for anyone claiming to have been a victim of abuse by Heath to come forward.

Scotland Yard has also reportedly been investigating claims against Heath for several months as part of Operation Midland, which was set up to examine allegations of murder by a Westminster paedophile ring that systematically abused children.

They are stretching this out....

Child sexual abuse inquiry: Current MPs along with Catholic and Anglican churches to be investigated

Children's homes, local councils, church institutions and schools are also being investigated

Current MPs and the Catholic and Anglican churches will be investigated over historical child sex abuse claims in England and Wales, it has been announced.

Former politicians, spies, councils, schools and youth offender institutions are also being scrutinised by the independent inquiry led by Justice Lowell Goddard.

Speaking in central London the judge set out 12 different lines of inquiry that will each hold public hearings with victims, witnesses and experts. Both churches as well as Lambeth, Nottinghamshire and Rochdale councils will be among the first areas of focus.

Justice Goddard said: “The investigation will focus on high-profile allegations of child sexual abuse involving current or former members of parliament, senior civil servants, government advisers and members of intelligence and security agencies. It will consider allegations of cover up and conspiracy and review the adequacy of law enforcement responses to these allegations.”

The investigation was set up last year following claims of a high-level cover up of abuse and has been beset by delays following the resignations of two previous chairs, Baroness Butler-Sloss and Fiona Woolf. It will be Britain’s largest-ever public inquiry and is expected to take up to five years and cost tens of millions of pounds.

Areas of focus include allegations concerning children in the care of Lambeth and Nottinghamshire councils. Another line of inquiry will be on Knowl View boys’ school and Cambridge House children’s hostel, where former Lib Dem MP for Rochdale Cyril Smith is said to have abused children for years, and Rochdale council itself.

All three local authorities have been accused of failing to prevent widespread sexual abuse. Details of an internal investigation concerning allegations of assaults carried out by officers within Lambeth council in the 1990s recently revealed there were two sites on council property used to carry out sexual assaults “on many occasions over the years”.

Police have also been accused of failing to investigate allegations of abuse at several Nottinghamshire children’s homes. Actress Samantha Morton, who spent much of her childhood in care homes in Nottingham, is one of many who say they were sexually abused by residential care workers.

Further concerns in Rochdale were raised in an independent report published last year into the council’s response to issues around child sexual exploitation from 2006-13. It revealed a “shocking” inability to protect seven vulnerable girls from sexual exploitation by a gang of men.

The council said: “Since 2012 we have overhauled our children’s services and our work is now nationally-recognised.”

Rochdale MP and child abuse campaigner Simon Danczuk said: “As ever, the focus should remain on the victims of these horrendous crimes. No inquiry, regardless of how wide ranging, will ever undo these traumatic experiences. But we can ensure that the truth is discovered and that vulnerable children are protected in the future.

“Much has been learned in Rochdale in recent years when it comes to tackling child abuse, but there are still many questions left unanswered. This inquiry will be uncomfortable for our town but a necessary part of the healing process.”

The Goddard inquiry will also look at allegations of a cover-up involving the abuse committed by Peter Ball, the former bishop of Lewes and Gloucester, over three decades. The 83-year-old was jailed for more than two years last month for a string of offences against teenagers and young men.

Allegations of abuse at the Medomsley Detention Centre in Durham – from more than 1,100 men – as well as the response of abuse allegations by the National Crime Agency will also be investigated.

Justice Goddard said she hoped some of the investigations would be concluded within 18 months but others could take several years. She described the original five-year timetable for completion as “ambitious but achievable” and said that regional truth centres for victims would be set up next year.

She said: “To run 12 investigations in parallel represents an organisational challenge that is unprecedented in a public inquiry in the United Kingdom. We are determined to succeed and expect full co-operation of all institutions and individuals who can assist us in our work.”

The Victims and Survivors Consultative Panel to the Inquiry said: “Too many victims and survivors of child sexual abuse have suffered in silence. These investigations will give public voice to that suffering and bring greater understanding of why so many horrific crimes went unreported and undetected for so long. We encourage anyone who is a victim or survivor of child sexual abuse and who wants to share their experience to contact the inquiry.”
