Again, there are two possible interpretations to this tale:

According to Bindra, the Baniya adopts the thief as his son and also tries to save his life from the police officials.

According to Nara saab, the Baniya plays out a deception to save himself (and his wife) from the thief.

Another possible interpretation:

The Baniya called the police officials, but later had a change of heart. Maybe, he did not want the thief to be punished that severely (by death sentence).

 

ਯਾ ਕਉ ਹਮ ਕਹਿ ਪੂਤ ਉਚਾਰੋ ॥

ਤਾ ਤੇ ਤੁਮ ਮਿਲਿ ਕੈ ਨਹਿ ਮਾਰੋ ॥੯॥

With regards to change of heart, this can happen in real life too (something similar to the below happened to me). For example, you order a vegetarian dish from a restaurant, but they end up making an error and giving you a non-vegetarian one; which you then accidentally consume. At first, you will be pissed off at this mistake. You will go inside and demand an explanation. Most likely, they will apologize to you and then prepare the original order for you. Now imagine, things getting complicated. The manager is on-site and promises you that he will terminate the employee who has made this mistake. At this point, you might have a change of heart. You might think, I could have gone for a Peshi for my accidental mistake, but was/is it worth to get an employee fired over this issue*? What will you choose? Loosing a few bucks on an order or getting someone fired?

* - If someone had an allergic reaction due to the wrong order, that would be a serious case.

Connection to the base tale:

Maybe the wise minster is trying to tell Chitar Singh that the way the Baniya (in this tale) has pretended to be an adopted father to the thief, but in fact has played a trickery with him by handing him over to the messengers of death (the police officials); in the same way Chitar Mati, has pretended* to be an adopted mother of your son, but has played a deceptive trick with you and is planning to finish off your son.

* - Please recall that Hanwant Singh was taken by Chitar Mati on the pretext of imparting him education.
