This con artist is the same guy, as in the last charitar. This time, he deceives a poor old lady.

The guy used a fake name as a decoy.

Maybe Sri Satguru jee is trying to teach his Sikhs to be careful with people, who assume false identities. If a person has a very weird name, that should be an indication to maybe probe further, to ensure that the person is genuine (not a fraudster).

Also, people should not assume anything from a person's name.

For example, if a person's name is Rajput Singh, you cannot assume that he belongs to the race of Rajputs, or if a person's name is Lohar Singh, it does not necessarily mean that he belongs to the Lohar caste.

In this Charitar, the policemen should have take the complaint of the old lady seriously and further investigated this matter. Just because, the swindler's name (fake one) was "Ghar Jawai", it does not mean that he had to be the lady's son-in-law.

This charitar shows the failure, on the part of law enforcement, to conduct a thorough investigation.

We can take this Charitar in a positive sense too. Imagine, if this old lady was an abusive parent, who was making life hell for her daughter. Now, someone had played a Chariar similar to the one played by this swindler, that would have been classified as a laudable act. Not to forget, the deserving punishment (as mentioned in the Charitar), she would have received in this hypothetical scenario.

He used his name as a "title". Ghar jawai is the unusual indian situation whereas the girl doesn't leave her parents to live with her in laws but the man lives his family to live with her parents. There is still some stigma attached to this practice even today. It signifies the man as some kind of weakling, or being controlled by his wife.

The name ghar jawai is also a title. Imagine the old woman going to the police and saying "son in law" has disappeared with my daughter. Of course they are not going to take it seriously.

He used the title of "Ghar Jawai" as a decoy. It's like me saying that my name is "Massar" (which is definitely not my name). Then, I run away with someone's "Massi". Imagine they complain and say "Massar" ran away with our "Massi". At first, it will sound a bit funny.

It's good that you explained what "Ghar Jawai" means. Some people might not know what that term means. Ghar Jawai is definitely looked down upon in an Indian society.
