Two brothers both wanting the same woman to be their wife. This story is quite known in ancient Hindu tales. From this I see that 2 brothers who were united in absolutely everything, ended up fighting against each other as they both wanted the same thing. It led to their demise at each other's hands. Not only theirs at that, but both their armies which had established their rule over the 3 worlds.

There have been other such stories in which "women" were created for the same individual purpose - Mohini and the rakhsas for one.

I think this one alludes to military/political strategy/tactics.

Note the framework of devtay and daints representing forces of positivity and negativity.

Here the two brothers are invincible and cause the devtay much suffering. This bit is significant for framing. Despite the austerities they performed for gaining their power, they become indifferent to everyday folk (ਲੋਕਨ) and even kill devtay (Bindra seems to confuse devtay with lokhaan for some reason and doesn't cover the nuance?)

ਮਹਾ ਰੁਦ੍ਰ ਤੇ ਜਬ ਬਰੁ ਪਾਯੋ

ਸਭ ਲੋਕਨ ਚਿਤ ਤੇ ਬਿਸਰਾਯੋ

After obtaining such a boon they ignored all the people.

Now if they came across any devil [wrong translation, it should be god not devil/demon], that would not go away alive.(3)

ਐਸੀ ਭਾਂਤਿ ਬਹੁਤ ਦੁਖ ਦਏ

ਦੇਵ ਸਭੈ ਬ੍ਰਹਮਾ ਪੈ ਗਏ

All this caused a great commotion and all the people went to Brahma, the Creator.

We've had a lot of references to folktales and traditional Indic tales in this run of chariters, here Vishkarma is introduced. The inference is design, planning, crafting strategy - and Vishkarma creates a beautiful women, on the orders of Brahma to deal with these invincible brothers. They are described as ਹੰਕਾਰੀ.

The strategy works. By manipulating their pride (ਹੰਕਾਰ) they are made to attack each other. Here I think the attractive female that is sent to the demons represents a divide and conquer strategy.

Again, we have a lot of reference to weaponry and battlefield action which link the chariter to military strategies.

It alludes to: divide and conquer a more powerful adversary, by employing a strategy that appeals to their pride and causes them to have conflict.

Notice the similarity between the framework here, and that of Chandhi kee vaar. In both the devtay are overpowered by the daints, and in both they appeal to higher gods for help. Here, the devtay receive a tool that causes the brothers to destroy themselves without having to employ their own forces; in the Chandhi narratives devtay are actually given a tool to help fight the demons on the battlefield itself in the form of Chandi, who also manifests/metamorphs into Kali as the battle scene changes (i.e. rakhat beej joining the fray).
