Cop says he was forced to stage encounters

Tells High Court he is willing to depose against his seniors; submits a list of ‘victims’

The past has come to haunt the Punjab Police. For years, the killing of innocent youths for medals and promotions during the days of militancy was a matter of conjectures and surmises. But a blast from the past has brought the matter under judicial scrutiny.

Sub-Inspector (SI) Surjit Singh today moved the Punjab and Haryana High Court, claiming he was “compelled by his senior officers to kill youngsters in fake encounters.” He has, among others, named former police chief KPS Gill, in the list of officers involved. He has also given a list of “victims” and made it clear that he is willing to depose against his seniors.

The petition for protection narrates a tale of neglect and unfulfilled promises made to policemen who “fought” militancy. “The men he had served with such devotion and faith are not worth his loyalty and devotion, but a bunch of selfish men out to commit any crime for small benefits and promotions,” his counsel asserted.

Mincing no words, Surjit Singh said “unscrupulous senior officers of the Punjab Police killed innocent citizens in fake encounters by using their juniors for their own promotions and police medals…. The fight was much prolonged due to the atrocities of a group of sadist officers, who delighted themselves with torture and death.”

Implicating his senior, Surjit Singh asserted that he “killed many innocent youngsters in fake encounters under the supervision of Paramjit Singh Gill, the then Senior Superintendent of Police, Amritsar.”

Surjit Singh insisted that the encounters of known terrorists/ wanted persons were staged too “so that there was no need for collection of evidence to try them in a court of law”.

Confessing his hand in the encounters, Surjit Singh said he showed courage by “participating in major encounters and was much appreciated for his fearless action in combat”.

Giving reasons for his confession, his counsel RS Bains said: “The weight of the crime, which the petitioner has committed and which he has witnessed, always made him sad.

“Remorse has set in to at least make an honest confession to those families whose children he had been instrumental in killing in the mistaken belief that he is doing his duty at the command of senior officers, who knew very well that they are committing crimes for private ends.They used the petitioner due to his immature age…” Also, while Surjit Singh’s juniors were promoted, he was not even regularised as Sub-Inspector. Bains said the High Court in September 2012 had directed the State of Punjab and the Director-General of Police to decide on a representation by Surjit Singh. “When he went to the Tarn Taran SSP, Ranjit Singh Hundal, he was not only denied a hearing but also beaten up threatened with elimination in a fake encounter.”

Khalra recorded 25000 unexplained deaths in Amritsar alone during 92-95, so 83 is a drop in the bucket. But i bet this cop never thought that one day these ssp's will want to kill me, when he was killing sikhs at their behest.

On the one hand i want to say this guy got what he deserves, but on the other, it is good news that a middle-ranking officer has made these claims.

If badal can give 1 crore to the family of that killer spy sarbjit singh, he should make the same gesture towards these 83 victims families as well.

More and more, the excesses of the 80s/90s look like Sikh on Sikh violence at the ground level. We could get more specific, but then you'd probably start crying.

Many officers are known to have killed over 200 so 83 is not much. Some of these cops (such as Gobind Ram) were eliminated by Kharkoos.

It wasn't Sikh on Sikh violence, what a stupid thing to say. It was sellouts being used by the govt to kill Sikhs. Alot of Hindu and Muslim Punjab Police officers were involved too, it was simply the state vs Sikhs.

You still need to ask why so many 'Sikhs' were willing to commit murder of their own kind. Simplifying to 'state versus Sikh' is willfully ignoring the ugly truth of what went down. Especially given that many of those being murdered appear to have been Joe Public and not kharkoos. You get sell outs in all communities but the extent of what went down here goes beyond that. It was more like a serious divide in the community than a minority of people selling out. The reason we need to discuss it is because it so so easily happen again. We still haven't learned lessons in that respect.

There are alot of factors.

Some are familialy sold out (lol). Such as Khushwant Singh and Gen Brar. Their ancestors also got Bhagat Singh and Kartar Singh Sarabha arrested, so you see its in their genes (not biologically, but atmosphere has an influence.

Besides that, liberal interpretations of Sikhi has alot to do. Now many of these so-called Sikhs are married to non-Sikhs (didn't bother to make them embrace Sikhi, tbh it says alot about position of Sikhi in their life) or got their children married to non Sikhs (Manmohan Singh's both daughters married to Hindus). The liberal interpretation plays a huge part, this includes thinking that Sikhi accepts all religious paths being good, this that, the Gurus had no political teachings so asking for autonomy is Gaddaari.

The biggest factor in my opinion is greed. Do you know even Sikhs have been named in the 1984 Delhi Genocide? Try to find out more about this and you will know what I mean. Then others were doing this for promotions:

1. Gen Sinha ADMITTED that the officers involved in Blue Star did it for promotion (esp Vaidya, wanted to be Field Marshall)

2. This SHO admitted the same thing.

The thing is that religion is seen as 'uncool' amongst our people, we have too many cultural Sikhs, thats another big issue. And since religion is seen as uncool, nationalism is often placed above it, especially Sikhs are fed the image of Bhagat Singh who 'cut his hair for Hindustan' or the Sikh in Sunny Deol starrer Gaddar preferring leaving Sikhi for Islam but not wanting to say Hindustan Murdabad.

It is alot if you ask me. If more people had a correct Sikh upbringing, the number of Sikh gaddaars would be much less.

Just do this: take a RANDOM Sikh and ask him what the qaum means to him? What he feels about other Sikh 'brothers'? Much different to Muslims who will still say Salaam wrongly even to Sikhs mistaking them for Muslims (happened alot to me). You can bring Sunni Shia blowing mosques in BUT you can't deny their loyalty to their own. They will prefer going to the Sullah Butcher 5 km away instead of taking smaan from a Kafir (even if its halal). And we? Uskol ni jana haiga but sulleh to leh lavage lol.

We need to change the mentality bro, the percentage of people who care about Sikhi or have had the Sikh upbringing is too small in our community, WAY to small.

And in my opinion these people are not Sikhs, because they are only cultural Sikhs, so my point of State vs Sikhs still stands, because some sellout Jews were also involved in the Genocide but doesn't mean it wasn't Nazis vs Jews (though I admit the percentage of Sikh gaddars was much larger but mostly due to above facts: ignorance, greed and unity).

Then most Sikhs aren't Sikhs because they are only cultural Sikhs.

It can't be Sikhs vs State if the State is deploying and is controlled by mostly Sikhs. The problem here is not any group of people vs another. If anything it is system vs individual. The faulty system leads to the promotion of irresponsible, unqualified people who further bring in others like them. And there are protocols that are missing to keep everyone in check to make sure the power given to certain individuals is not abused.

Why cant it? It was the state against Sikh thought and aspiration. it boiled down to the state wishing by any means to subdue the aspirations of the Sikhs to make their mark on the stage of nationhood.

The sikhs that fought alongside the state believe that only India has a right to this stage as representative of all the Sikhs.

This pathetic tendency to absolve our own community of its complicity in our own subjugation, is rubbish and robs us of any agency in trying to change things. Given that there have consistently been strong 'mercenary' elements amongst us who are usually the ones that get used to subjugate the wider panth through co-opting with whoever is our master this month, (usually with financial and social incentives) - we should face up to this and try and conquer that problem. Instead of the usual denial our people seem to specialise in.

But these SIkhs were raised in SIkh homes. They have turbans and beards ffs! Plenty of Kharkoos who were moneh wouldnt be good enough for people like you. So how do you explain that these sellouts are raised in Sikh homes? What is that is turning them away and who is responsible?

One thing I would like to add is that this issue isnt just about the 1980s. My Granddad told me that when he ended up in EP after Partition the police used to shake people down for gold and in the 50s/60s would kill people by chucking them in wells or just beating them up. They never had this problem in West Punjab. EP was always considered a more 'backwards' part of the Punjab, the people there reflect that. Unfortunately its spread to the West as well. Just look at the UKBA. Give a Sikh a uniform and some authority and you got yourself a stormtrooper that would make your average Waffen SS soldier scared. Hardinge really did break the Khalsa.

That's because those ones know their rightful place unlike ours. I know Paki jatts , most of them aren't proud to be jatts, in fact they hide it and call themselves Rajputs or Gujjars, anything but.
