The shah was a gullible person (easily believed the swindler was an aristocrat), naive (inexperienced in the ways others' tricks, he did not doubt the thief) and was not alert (he slept as the thief accumulated his wealth). Guru ji is telling us that one should stay alert especially if he holds a high position.

In the base tale, Chitar Singh did not doubt the Brahmin, who was responsible for schooling Hanuwant Singh. Why was his son still illiterate after spending months with a priest? He should have looked into this matter seriously, but he did not.

Likewise, in this Charitar, the Shah should have done some sort of background check on the Sheikh, before engaging in any financial business with him.

The translation is a bit confusing.  

The gist of the story is a man of one of the highest religious  caste who presents himself to the people as an aristocrat - one of the highest secular classes. He manages to fool both the people through his welfare work but also the king.  He is doing good charitable work but in order to blind and fool people.

 

I think the charitar deals with people who are engaged in good deeds but Only so to pave the way for later fraud.

That's the main thing I saw as well. Getting others to take a person into their confidence by displaying a notion of wealth/trust. Allowing them to fall into the trap before fleecing them for much more.
