This is from the Bonham's website. I'm going to try and transcribe and translate it fully over the next few days. Help from the sangat will be appreciated for this.  It sold for:  £ 22,562 inc. premium

AMRITSAR, CIRCA 1845-48

gurmukhi manuscript on paper, 19 lines of text finely written in black ink, large seal impression at top, laid down on cloth
manuscript 475 x 263 mm.; cloth 515 x 280 mm.

• This unusual document was issued by the Sri Harmandir Sahib (Golden Temple), and is stamped with the official seal of the Harmandir Sahib, reading Degh-o-tegh-o-Fateh, Nusrat Beh-de-rang Yaft-az Nanak-Guru Gobind Singh.
  
  The text states it was issued at the command of Jathedar Ganda Singh, and written by the Ardasiya (prayer leader at the time) Bhai Kirpal Singh, appealing to the Sikh community to send donations to Sri Harmandir Sahib, perhaps during the initial period of British administration after the defeat of the First Anglo-Sikh War, in the reign of Maharajah Duleep Singh. Other persons named in the firman include Assistant Jathedar Dharam Singh, Head Priest Charat Singh, and service master Karam Singh.
  
  Jathedar Ganda Singh was later hanged by the British in 1848 after he and other officials of the Golden Temple clashed with British officers when they walked inside the Harmindir Sahib with their shoes on. During the clash a Government official was killed. Under the Governor of the Punjab, Lawrence, the protesting Sikhs, including Jathedar Ganda Singh, were arrested and hanged.

First thing I noticed was that the hukamnama seems to be sanctified by 5 piaray (Ganda Singh, Dharam Singh, Charat Singh, Gopal Singh and Karam Singh). No caste gots have been used in the names.  

It has the resonance of Ardas in it.

I think the following line: 

?? ਪ੍ਰਗਟ ਭਏ ਪਟ..... ਾਸਹਿਰ ਸ੍ਰੀ ਭੰਗੂੜਾ ਜੀ ਦਰਿਬਾਰਿ

Might be:

ਪ੍ਰਗਟ ਭਏ ਪਟਨਾ ਸਹਿਰ ਸ੍ਰੀ ਭੰਗੂੜਾ ਜੀ ਦਰਿਬਾਰਿ

MK defines ਭੰਗੂੜਾ  as:

 

n.m. same as ਪੰਘੂੜਾ cradle.

Might be a reference to Patna Sahib as the childhood/birthplace of Dasmesh Pita?  I'm wondering if Takht Patna Sahib was ever called ਸ੍ਰੀ ਭੰਗੂੜਾ in the past? 

 

This line:

ਪਰਉ ਪਕਾਰੀ ।। ਸਨਮੁਖਿ ਦਰਬ?....? ਊਜਲਿ ਦੀਦਾਰਿ ਨਿਰਮਲਿ ਬੁਧਿ ।।
 

is obviously (given the rhyming scheme:

ਪਰਉ ਪਕਾਰੀ ।। ਸਨਮੁਖਿ ਦਰਬਾਰੀ ।। ਊਜਲਿ ਦੀਦਾਰਿ ਨਿਰਮਲਿ ਬੁਧਿ ।।

 

Any ideas whatਪਕਾਰੀ means? Is it: ਪੁਕਾਰੀ ? That would make sense - 

Pukārī. 1. ਉਚੀ ਉਚੀ ਬੋਲ ਕੇ। 2. ਫਰਿਆਦ ਕਰਦੀ। 1. loud lamentation, proclaim loudly. 2. cry. 1. 

 

ਪਰਉ ਪਕਾਰੀ ।। ਸਨਮੁਖਿ ਦਰਬਾਰੀ ।।

i.e. Read aloud, facing the darbar.

It might be one word - ਪਰਉਪਕਾਰੀ

I looked up the definition of ਸੁਖਈ and got:

The above assumption might be right, found this under Patna in MK:

 

ਪਟਨੇ ਵਿੱਚ ਇਤਨੇ ਗੁਰਦ੍ਵਾਰੇ ਹਨ:- (੧) ਹਰਿਮੰਦਿਰ- ਸ਼੍ਰੀ ਗੁਰੂ ਗੋਬਿੰਦਸਿੰਘ ਸਾਹਿਬ ਦਾ ਜਨਮਅਸਥਾਨ. ਇਹ ਖਾਲਸੇ ਦਾ ਦੂਜਾ ਤਖ਼ਤ ਹੈ. ਇਸ ਦੀ ਇਮਾਰਤ ਮਹਾਰਾਜਾ ਰਣਜੀਤ ਸਿੰਘ ਸਾਹਿਬ ਨੇ ਬਣਵਾਈ ਹੈ. ਫੇਰ ਅਨੇਕ ਪ੍ਰੇਮੀ ਸਿੱਖਾਂ ਨੇ ਸੰਗਮਰਮਰ ਲਗਵਾਇਆ ਹੈ ਅਰ ਹੁਣ ਲਗਵਾ ਰਹੇ ਹਨ. ਇੱਥੇ ਸਤਿਗੁਰੂ ਜੀ ਦੀਆਂ ਇਹ ਵਸਤਾਂ ਹਨ ਪੰਘੂੜਾ ਸਾਹਿਬ, ਜਿਸ ਉੱਤੇ ਬਾਲਗੁਰੂ ਵਿਰਾਜਦੇ ਰਹੇ ਹਨ.
