This is a complicated subject (depending on what level of one seeks to understand it at) I think it refers to Purusha and Prakriti - the 2 different aspects of Brahman manifested. At a really basic level of understanding - Purusha is pure/higher conciousness and Prakriti is creative power/energy.

The relationship is however far more complex between the 2 and their role in creation, duality and mukti.

I think the pauri is talking about Prakriti at the physical level (perishable level) which man struggles to go beyond - in order to realise the inner Purusha (Akaal Purkh).

I am sure there is a 'lot' more to it than than, tSingh will no doubt be the best person to expan/clarify!
