I think there is confusion in the term Kesri which is saffron, the orangy colour which came about during the time of Maharaja Ranjit Singh and Basanti (yellow) Nishan Sahib which Guru Hargobind Sahib Gave us. However Guru Gobind Singh Ji Maharaj left us with the Neela Nishan which has not been upheld by the SGPC.

Yes Nishan Sahib is still flying outside the Gurdwara Sahib.

Original Nishan Sahib of Guru Gobind Singh ji Maharaj and Khalsa Panth, raised at Gurdwara Nanak Darbar, Cardiff, U.k.
Has caused some controversy and objection from those few members of the Gurdwara not educated in the tennets or itihaas of Sikhi. Those who prefer to keep the Orange (kesri) flag of the Dogras.
