His mercy and compassion are used to soften his anger and justice. Because without mercy and compassion HIS anger and justice would destroy us. Also Mercy and Compassion are higher than anger and justice. Hazrat Baba Nizamuddin Auliya who was the mureed of Baba Farid said the governate or province of faith and knowledge can suffer decay but not GODS governate of compassion. Because as human beings are a bit messed up they can only apply to GODS mercy not his justice because his justice would destroy them.
