America is a democracy it can change it's policies nothing is set in stone. When it comes to rape victims it's not a case of gathering 4 victims taking womens to be half the witness of man's because muhammad said so and when 4 don't witness actual penetration the women gets stoned to death for adultery. When soldiers violate rules, they get court martialed for them. If 25% of women have been raped and haven't come forward how do you know 25% were raped, they didn't come forward. Do you think they did an anonymous study from every soldier to ask them if they were raped and didn't report it? If people don't come forward chances are the same acts of violence will repeat or will occur to others or great inner hostilities will occur and in that war zone an incident of accidental shots killing will take place to the assailant. Compared to bacha bazi where afghan men rape small afghan boys to relive the experience of 72 virgins and many boys to offer indecent favours on earth.
