There are massive areas in india that are not populated such as desert and mountain areas which means that the overall percentage of inhabited areas get downscaled.

Here overpopulation does not mean People living per sq km.It means how much resources are available in country and how much they are consuming.Just look at Kuwait its population is 167 per sqkm While Bangladesh

populkation density is above 1000 per sqkm yet Kuwait is more populated because it has to import all its food and even water.It has a single resource and that is Oil.Bangladesh on the other hand is much less dependent on imports and sustaining itself with the resources available
