The Raja had seen the thief near her house earlier but failed to connect the two scenarios. He also did not examine the nose carefully or else he would have realised that it was bitten off (due to the presence of teeth marks) rather than cut off. This relates to how the Raja in the original story failed to examine the evidence. 

In this tale the nose of the woman was bitten off, indicating her loosing pride/respect which was also experienced by the Rani (in original story), the woman tries to get her "respect" back by trying to appear holy and faultless through the lie she had told the Raja. The same way, the Rani had tried to appear faultless before Raja Chitar-rath trying to play the "victim card".

ਨੱਕ ਵੱਢਾ refers to a shameless person. In this tale, the queen's nose is cut off, which represents divine justice. She was an immoral person and deserved that mark on her physical body. Then, she made an excuse to save her face, by lying to the King. So, basically she was a shameless liar. Maybe the wise minster is trying to tell Chitar Singh, that this queen's character reflects onto Chitar Mati. First, she approached her step son for sexual pleasure(a Shameless act) and then, she lies to the king to protect herself (in case the son complaints to the king).

I don't think that the King knew this thief was also seeing his wife behind the King's back. He only saw him in the palace and understanding him to be a thief had him punished as one. The other thing is that to explain her injury the Queen had to take cover of a higher power than the King ie Lord Shiv to bypass the enquiry of the King. She knows that the King cannot question what Lord Shiv Ji has ordained.

 

The other thing about this is the nak wadna. This was a punishment that was worse than a death sentence. People who committed grave offences had their noses removed. It had a multi-layer effect. The first is that it totally disfigures the face. I mean totally. Plus it is a disfigurement for life. It is very hard to cover this surgically (although that may no longher be the case given medical advances made over the last 20 or so years.) It also makes the person(s) seeing such a face horrified and they will not approach such a person knowing them to be a great sinner.

 

Chopping the nose was the main reason that Ravan went to Sri Ram Chander's kutiya. Lakshman had chopped of Surpnakha's nose and she wanted revenge from them. Nowadays if someone has dishonoured their family, they say ohne sada nak vadd dita .
