Amritsar - life, Kiratpur - death. From reading this story, I see that the woman who was not of good character, choosing an ending for herself where she actualy becomes a person to be adulated for her upkeeping of her dharma. So although she was of a low character to begin with, the lasting impression she left on the inhabitants of her city was that she was virtuous. They couldn't see her for what she actually was, just as the King (mann) cannot see the Queen (maya) and the wise Minister (atma) is trying to tell him that even though your Queen appears to be virtuous, she actually isn't.
