Those that aren't are usually involved in the drugs trade and being sociopathic usually don't have any particular affiliation beyond whatever is useful for them in their 'business', and are happy to be 'friends' with whoever in this respect and overlook certain things like grooming.

I don't think you know what you are talking about. That started in Africa way before by the looks of it. Where tarkhans and lohars (and others) finally got their own space from jut stupidity.
